plene.ai / RFI and RFP support
From shortlist to submission.
The pipeline report ends with a shortlist and a list of what to prepare for each notice. We take it from there: gathering the inputs with you, drafting the response and checking it against the criteria, with a person reviewing every page. The submission is yours and goes in under your name. Our job is to make sure it is ready in time.
Works, services and framework tenders under the Procurement Act 2023, which applies to procurements started on or after 24 February 2025, and under the previous regulations that still govern earlier ones.*
- What we draftMethod statements, quality and social value answers, health and safety responses, case studies in the buyer's format, the pricing narrative, clarification questions and the financial standing answer.
- What stays with youThe price, the commercial terms, the signatures and the submission itself. Anything only your team knows, your team writes or edits.
- What you getA submission-ready pack checked against the evaluation criteria, a second read by someone who was not involved in drafting it, and a timetable to the deadline.
Four steps over about four weeks
Typical timings for a single-lot works or services tender. Frameworks with many lots take longer, and the pipeline report will say so.
-
Week 1 ยท half a day
Bid or no-bid, recorded
A short session with the people who decide. The decision and the reasons are recorded against each notice, including the ones you turn down, so the next pipeline report starts from where you left off.
You make the decision. We record it and plan the response.
-
Weeks 1 to 2
Inputs shaped with you
Accreditations, case studies, CVs and partners, gathered from what you already have. We go through what the buyer is asking for and tell you what is missing before anyone starts writing.
You supply the material. We produce the gap list.
-
Weeks 2 to 3
We draft the response
Method statements, quality and social value answers and the pricing narrative, drafted from your material and the notice. Someone on our side reads every answer before you see it. Your team edits anything only they would know.
You edit and price. We draft every page.
-
Final week
Ready to submit, on time
A check against the evaluation criteria and word limits, a second read by someone who was not involved in drafting, and a finished pack with a timetable to the deadline.
You submit. We provide the checklist that confirms it is complete.
How this differs from a bid writer
By the time we draft a response we have usually already read your accounts and scored the notice, so we are not starting from a blank page.
The preparation list already exists
Each notice page in the pipeline report ends with the accreditations to evidence, the case studies to write up and the criteria the buyer has not yet published. That is the brief for the response, and it was written before the bid decision.
The financial standing answer is already drafted
If you have had a company assessment, the financial standing answer comes from it: the ratios the evaluator will calculate, the trend, and an explanation for anything that looks weak.
The delivery team is sized as we go
While the response is being written, we work out the team it would take to deliver: roles, numbers, qualifications and start dates. That goes into the response and, if you win, into the bench.
Send us a live tender and we will tell you how we would approach it and what we would need from you.

The services are designed to be used in sequence. Each one picks up from the last, so you are not asked for the same information twice.
Questions we get asked
Do you write the whole bid?
We draft the written response: method statements, quality and social value answers, health and safety, case studies and the pricing narrative, from the notice and your material. Pricing itself, commercial terms and anything only your team can know are yours to write or edit. The submission goes in under your name.
How is AI used, and where are the people?
We use AI tools to assemble first drafts from the notice, the evaluation criteria and the material you have supplied. Every answer is then read and edited by someone on our side before you see it, and by your team before it goes out. Nothing is submitted without a person having read every page. We say this openly because the rest of what we do depends on being clear about evidence.
What is the difference between a PQQ, an SQ and an ITT?
A pre-qualification or selection questionnaire tests whether you are eligible and capable: financial standing, insurances, accreditations, past contracts.* An invitation to tender tests the offer itself: method, quality, price and social value. The pipeline report prepares the first; RFP support drafts the second, and answers the financial standing part from the assessment where it applies.
How long does it take?
A typical works or services tender runs four weeks from the bid decision to a submission-ready pack, with the compliance check in the final week. Frameworks with many lots take longer. Deadlines inside three weeks are possible if the inputs exist; the pipeline report flags those before they become an emergency.
What do you need from us?
Your existing case studies, CVs, policies, accreditations and any previous submissions, even the ones that lost. A half-day session with the people who know the work. Then one editor on your side who can answer questions and sign things off within a day.
Can you help with the financial standing question?
Yes. If you have had a company assessment, the answer is already drafted: the ratios the buyer will compute, the trend, and the explanation for anything that looks weak. Without one, we draft from the filed accounts and tell you what the evaluator is likely to see.
What about the Procurement Act 2023?
The Act applies to procurements started on or after 24 February 2025 in England, Wales and Northern Ireland. It introduced new notice types, replaced the old procedures with two (the open procedure and the competitive flexible procedure), and changed the award basis from the most economically advantageous tender to the most advantageous tender.* Procurements started before that date continue under the previous regulations, and devolved Scottish procurement remains under Scotland's own rules.** Our templates follow the new notice types and evaluation structures.
Why do you record the no-bids?
A no-bid with a reason attached is useful. It stops the same notice being evaluated again next month, it tells the pipeline report what to stop showing you, and it gives the board a record of what was turned down and why.
